First post here so Hi all..

Ok this had been going on for near;y 2 years now, I bought my flat about 6 years ago and all was fine, I Was friends with the fella upstairs, for which is a council property and even set him up with a Friend of mine they married he moved in with her and left the place empty, within a few weeks a new tenant moved in, and the first thing he done was  lay laminated flooring, Which has now turned his flat into a loud speaker, i can now hear every step every word spoken like its amplified And not to forget to mention the new fella living there is a total arse.. Him explained..

He doesn't work, and has 3 children, all with different girls - I kinda know one of them them a little and she left him because he  assaulted her, even smashing her car up, and threatened her if she went to the police..

He is now dating another girl, who has  a child also, and every weekend he as his kids her and her child all crammed into a one bedroom flat, Due to some restriction he can only see his children at his fixed abode, so that's 6 people in a one bedroom flat, with laminated flooring, scream, shouting and banging like you could never believe and due to him being banded from driving because of drinking and driving and assault a policeman, she spent most her time there.
On the first time I heard the noise i went up to him and asked if he could be quite and i was met with a man, shirt off can of Stella in his hand, and he said to me " fuck of or I'll drop you " at that point i knew no rational conversion was going to work with him..but I took no action and decided to sell up.. the house marker crashed and i Was stuck..So i Follow the correct procedure and contacted the housing estate manger And they did nothing - i filled in them sheet they gave me but no action was taken the laminated flooring wasn't removed, it was like they couldn't be bothered well basically he was moved from a place in another town because of his behavior...

OK what I've had to put up with..

constant banging, as if bowling balls are being dropped, sometimes i think he is doing it on purpose, his and her kids waking up early at the weekends so i never get a lay in i wake up when they get up, I can hear the children rolling around on their on Healies, all the time. and the attacks he course on his girlfriend to the point it makes my blood go cold, he beats her so much on one occasion she went for help next door leaving a trail of blood, they phoned the police and he got arrested, but she dropped the charges, then they hassled them, they told me- she would laugh at them, the girl they helped- they got so hassled the council moved them out and left him there..?????

~But the assaults continued regally, the kids would be screaming she would be scream and he would be yelling, and swearing I phoned the police once, and the outcome was laughable - after 45 minutes later they  hadn't arrive and i left and went to my mums, about 12am i when home, and the shouting was still going on so i phoned my mum and said the policed didn't even bother coming out, So she phoned ( i Was unaware of this ) and said I think an assault was happening, within minutes the police phoned me and said she was inciting false  clams because they was playing hide and seek with the children ( at 10 o'clock at night ) and would arrest my mum if she didn't withdraw this, laughable -

But the noise carried on and the attacks remember there is children up there. Also the police was after him for some reason and he had his door put in 3 times and even had the police knock on my door at 6 in the morning asking if you knew where he was and each time I emailed the council saying this is unacceptable  and each time they said there is  nothing they can do and  wouldn't tell me why this was happening- ? and he continues living there...

So i Started emailing the council everyday explaining the noise and the assaults in detail, and they sent someone around to him the next day he was at my door - drunk and threatening to kill me- or if i gave him £3000 he would get a flat exchange? Blokes totally crackers

Then not to recently i had a knock at my door he push his way in hand around my throat Stinking of Booze and attacking me in my own home. I know i could have easily taken him down, there is nothing to him. But I have a conscience and I'm pretty rational I  know if i Did anything to him even though he is in my home, i Would be the one charged so I talked him down and basally agreed to everything he said, I was pretty bashed up, black eye and marks around my neck  He said he can doing anything he likes make as much noise as he like and if i complain again he would cut my throat and he left- I got my coat and went to my mums house pretty shaken up..

I phoned the police who took 3 hours to get to me and didn't even go to his flat let alone arrest him, they took my statement and left- saying  if i need photo's taken of my injuries the photo place is open from 9-11 and 3-5 and i could come down tomorrow lol - I took my own pictures . .

They didn't arrest him until 3 days later - but not for the assault but for a totally different reason they couldn't  tell me about  and questioned him about the assault for which he denied saying he was elsewhere that night and had an alibi- the cast was dropped - the council cant evict him due to having no reason? and He continues to live there- and I'm currently at my mothers....And have no idea what to do now- it is like he us above the law- and i feel so helpless-

There is so much more to this but it would take about 20 pages- I cant sell the place- who would buy it and renting it - no one would stay there for more then then 2 days....

I dint incite any of this and only spoke to him once.....
