Topic: Reason to complain or not?

My boyfriend and I have lived in our flat for just over a year now and unfortunately have neighbours above us.  I am in my late 30's my boyfriend is in his 60's. When we first moved in the neighbours at the time had a small child and would let him/her cry for hours in the early hours.  They moved out about 3 months after we moved in and 3 guys, that looked decent enough, moved in after them. Anyway, they have no respect for us living downstairs. They have friends round at all hours of the night, tv balring, banging on ceiling, shouting and running up and down the stairs which are right next to our bedroom and they also they slam the front door everytime they go out during day and night which is next to our bedroom aswell. We also had water through the ceiling 1 night as they were messing around with water!!
I have been an upstairs neighbour and know that repsect for the person downstairs is a must as noise travels.
We have written to the neighbours twice regarding the noise and for a few days it settles down.  We have had to go round at 130am and 330am since to also ask them to be quiet which didnt seem to have any impact.  I have asked their landlord to have a word and he said he doesnt want them accusing him of harrassing them, maybe as they are Asian?? My boyfriend has also threatened them with the Police and they were very apologetic, and asked him not to call the Police, could this be the fact they are Asian and maybe here illegally??? We are both at the stage now where we dont sleep well cos we know we are probably going to be woken up and this is getting us down.  Myself and my boyfriend have enough trouble sleeping due to ill health without them making it worse.

I am having a similar problem with my neighbours been going on for 2 years or so i live in a 3 bedroom house and the house next door was sold and changed into 4 bedsits and  garage was converted into a seperate studio flat. The neighbours who are causing the noise and troble are a italian loud mouth boy and a couple from eastern europe somewhere. I got the landlords number from 1 decent tenant and complained first about this italian which has been going on for 2 years and nothing done until i had a quiet word one night with him and it stopped he brings back people from italy and they stay for a week or weekend the whole house has not carpet so banging on floors up and down stairs at all hours shouting screaming and the doors banging all the time early morning middle of the night etc. Everything was ok never going to be great but he seemed to make an effort until a few months ago when a couple from eastern europe moved in and back to square 1 music, tv blaring banging doors up and down stairs laughing screaming shouting till all hours i have phoned the landllord numerous times but they now get worse and you can tell that it is puposely done, last week when i was out my girlfriend phoned landlord and they came outside my door shouting and screamining in the own language which i now think is intimidation and changes the situation at the moment have been to council handed in over 2 years of diary sheets i have been doing but very slow process i told landlord to evect them or terminate their contract but all he seems to care about is lining his pockets. I know what you are going through my mum is in her 60,s and lives with us i am in my 30,s do not need this, hope things get better. look foward to hearing from you. mike.

yes- deffinately- dont let them make yu out to be uncool- complain- your right to enjoy your home in peace outweighs their right to be inconsiderate and make lots of noise-
start a diary log immediately as if it gets t the state where its annoring your every waking moment you wont be able to take any action what so ever until yu have entered at least three weeks worth of diary sheets to the council- its not god enough to say "but ive had this problem for yaers, and weve asked them to be quiet and they wont" the environmen tal health will still have to start from the beginning- and worse they see to high priority cases only first- so they will be prioritising nightclubs and stuff- you have to bombard your environmental health wth weeks worth of consistent diary sheets- have you got a camera? if so record the noise if you can and say over the camera how it makes you feel, write downt he time- and you could do what i have done is complain to their faces s much that they soon learn its more of a nuisance to be noisy then it is to be quiet. also big up the health factors- if it effects your health the council are duty bound- you could also start to lose your temer once or twice at them ad calt hem inconsiderate immature bastards- its not nice but you might get a days peace

also the police have no powers until after 11- before eleven pm the council has a duty- afetr 11 if they are making noise you are within your rights to get the police round- its your word aganst theirs dnt forget- blow it up- say they are making a complete bloody racket- like yu said the police might be their weak poin t- would be great if you could get them out wouldnt it- however the new tenants would be the same- id move if you can- try and brea out of the contract early over the noise issue- seek a solicitor- councils are crap
