I moved in to my current flat in November last year.  Within a few weeks the deafening music blasting through my bedroom ceiling started at about 2am.  I tried knocking but they didnt answer so I wrote the following note:

Hi

I have just moved in upstairs, not sure if you thought it was still empty.  Your music woke me in the early hours and I tried knocking to no response.  I have to be up early for work during the week so i would really appreciate it if you could keep the music down after midnight.

I heard nothing all week, then they kicked off again on the Saturday.  Loud music until the early hours, shouting, banging etc.  As I went to leave my flat the following morning there was a note under my door which read "Dear Lucy, Dont start casting stones in our home. Think on..." From then on the music and deliberate banging got worse and worse.  I informed the noise pollution who came out and said we had an insulation problem not a noise problem and that was the end of it.  ABSOLUTE RUBBISH.  They were sent a letter about the noise and instead of it getting better they got worse.  Surely that then becomes a noise problem if they are causing deliberate disturbance?

I have had to call the police out on them twice because they get drunk and fight to the point it sounds like they are killing each other and will fall through my ceiling at any moment.  The last domestic they had, one of my other neighbours that lives opposite came and knocked on my door to see what to do about it so I know I am not the only one they are disturbing.  Just tonight they were literally jumping up and down on their floor.  They were so loud things were shaking in my flat.

I rent my flat but they own.  I know they are alcoholics because I hear them getting progressively more inebriated every night. I also know that they owe the freeholder of the building thousands in service charges.

I just dont know what to do about it anymore.  The noise pollution team wont help.  The police dont touch noice cases and they own their property.  I feel like I am just stuck having to live with such inconsiderate plebians.

Any advice would be really appreciated.  I cant cope with it much longer and I love my home.  Leaving would really upset me.
