Hi

Ive being living in my flat for 1yr 6 mnths now and pay £850 to live there. Ive had nothing but problems with my freaky neighbours upstairs and am getting very fed up with it all.
a) they have laminate flooring which is not allowed in the tenancy agreement.
b) they have been doing DIY for the whole time ive lived there
c) they are very un approachable.

Im a teacher and my work doesnt just stop at school, i get home at around 5pm each evenings and the man upstairs gets in at 5pm too. His radio goes on loud and is banging and hammering (sometimes sawing) till 9pm possibly 10pm most evenings.
Well i had enough and decided to ask them one evening what time they would be finished, the response from the woman was 'if you dont like noise you shouldn't live in a flat' 'you dont get to make demands on people doing DIY because you only rent and dont own my property' 'i'll do what i like in my flat and noone can tell me what to do'. As well as calling me a 'nasty little girl'.
Well in my response i called the police, which were useless! They came and went to see her who was apparently in floads of tears and told them i shouted abuse at her!!
So in turn i contacted the council to have somthing done, the man sent a letter to the flat above notifying them about their DIY noise and 2 weeks later i get a letter from the man at the council saying a complaint about my noise level has been made- my washing machine!

I realy am at the end of my wits, I havnt been living there the past 10 days as im just so upset about it all. I had no support from the Police and now the woman has filed a complaint about my washing machine being too loud!
I really dont know what to do, she truely is mean.
