Help help help!!

What can be done regarding noisy neighbors??

I live in Scotland in a nice country village and have lived in my home for 4 years now, never had any problems or issues until I would say August  2009.

I live in a Council property, albeit a nice and decent area and everyone seems or seemed to be ok, but July 09 the dear old lady above me sadly passed away.  Since then her son (never around as he works off-shore) has letted her home out, the dreaded young people.  Its a young guy and a girl, I dont believe they are a couple but just flatmates, seemed nice enough, but the noise is now becoming unbearable, weekends are the worst, yeah ok, we all like to have fun and have the right to do whatever we like in our homes, but when you have neighbors, respect and common courtesy would be nice.  Party party most weekends, thumping on floors, running up and down stairs, this goes on until 2 3 4 am, sometimes beyond, I have notified the council, called the police numerous times, even taken advice and written a letter to my neighbors, all of which have done nothing at all, I am at my wits end, I had thought about speaking to other neighbors, but my troublesome neighbor seems to have befriended them all apart from me, and no-one seems to give a damn!!

What can I do???  I have to get up for work at 6am, many nights I am still awake at 3 am, i listes to constant music, chatter, i can write a book of the events and life of my neighbor, its becomming a living nightmare.

If you can get away with it. Wait until the parties stop at 4am, this usually means that they have all passed out/gone to bed. Get a loud stereo and switch it on about 30 mins after their noise has stopped. If you are not getting any sleep, why should they? Even young people have to sleep - just be there when they do.
