Evening all. We have purchased our first home last month, it is a ground floor 'flat' with another above in a converted house.
The flat above is owned by a gentleman who owns and rents out a number of properties in the area.
In our flat downstairs we can hear the upstairs TV, washing machine and any time they are walking round. When they play music it is also very loud. When working from home I went upstairs previously and asked them to turn their music down as I could not hear people on the phone - they did so but seemed a little bemused. The other problem I have is that all of the tenants are Polish and speak poor or no English.
I suspect their music was not actually that loud to them and there to be a problem between our ceiling and their flooring. I am not sure what type of floor they have but suspect it to be wood/laminate by the amount of noise travelling.
Neither of us are "whinges" or objectors to people living their lives and have always lived in flats - but this is noisier!
We are in Scotland so I am not sure if there is any obligation for the upstairs landlord to reduce the amount of noise travelling down to our property?
I have also checked up and he does not appear to be a registered landlord but I'm not sure if this is a legal requirement too. I suspect there could also be multiple people living in the property (although it is 2 bedroom + study) with no HMO?
