			<description><![CDATA[<p>I&#039;ve got a noisy neighbour living in the flat below me. The noise is loud enough to wake me even when I wear industrial earplugs I got off a friend who works in a factory. The trouble is it&#039;s quite infrequent and theres no pattern to it. Sometimes he gets in from a night out at 1.30am and plays loud music till 3 or 3.30am. This has happened twice in the past fortnight, but not for a while before that. He also has a noisy alarm clock that wakes me at 5 or 6am, but not every morning. I&#039;v complained to the council today, so I&#039;m waiting to see what happens. Most of us are tenants, so I&#039;m wondering is there any way of finding out who his landlord is so he can have a word?</p>]]></description>
